法務省、懲役と禁錮を一元化して「拘禁刑」に
法務省が懲役と禁錮の両刑を一元化し、新たに「拘禁刑」を創設する方針であるそうだ。刑の種類や名称が変更されるのは1907年の刑法制定以来初めてであるという。現在、刑務作業を義務付ける懲役と作業義務のない禁錮、拘留がある。いずれも刑事施設に拘置される。新たに創設される拘禁刑では、懲役の受刑者に一律に刑務作業を義務づける現行法を見直し、刑事施設に拘置するものの、作業や教育を柔軟に組み合わせられるようにするとしている（読売新聞、時事ドットコム）。
